Bhubaneswar: The State Cabinet, headed by Chief Minister Mohan Charan Majhi, has approved the Odisha Jan Vishwas Bill, 2026.
The Bill aims at simplifying licensing and permission requirements, removing overlapping and duplicative approvals, introducing longer validity periods for industrial licenses and registrations and enabling intimation-based compliance wherever appropriate.
The Bill proposes amendments to 62 provisions across 16 state Acts administered by 11 government departments. It is structured in two schedules. The Schedule I proposes 35 amendments across 11 Acts for decriminalization and rationalization of offences while Schedule II proposes 27 amendments across five Acts to rationalize nine regulatory approvals.
According to the state government, 35 amendments focus on decriminalization and rationalization of minor, technical, and procedural offences, including replacement of imprisonment of fines with proportionate monetary penalties, rationalization of outdated penalties and provision of simplified administrative or appellate mechanisms.
Similarly, 27 amendments focus on easing of licensing and regulatory requirements, covering nine approvals through extended validity, removal or reduction of renewals, intimation-based registration/NOC mechanisms and elimination of duplicate permissions requirements.
“The proposed reforms are expected to reduce compliance burden, litigation and procedural delays, improve regulatory certainty and administrative efficiency and strengthen citizen and investor confidence,” said the state government.
