Bhubaneswar: Additional Chief Secretary (ACS) of Housing & Urban Development (H&UD) Department Usha Padhee has issued strict directives to all Executive Officers (EOs) of Urban Local Bodies (ULBs) across the State to scale up restoration operations and deliver swift relief to hit areas.
Under the new mandates, EOs must maintain round-the-clock monitoring and submit regular updates detailing ground-level progress. Key priority areas include immediate road clearance and repair, rapid restoration of power and water lines, intensive sanitation drives, and comprehensive relief distribution. EOs have also been instructed to identify critical resource gaps promptly so the State Government can dispatch targeted assistance where needed.
Going beyond standard administrative protocols, Smt. Padhee called for a compassionate, human-centred approach during the recovery process. She urged urban officials and field workers to step up as “friendly neighbours” to help communities rebuild quickly.
To execute this vision, ULBs are deploying Community Organisers (COs), Sahajog Saathis, and frontline sanitation workers directly into hard-hit neighbourhoods. Teams are actively involved in clearing debris from individual homes, trucking safe drinking water into isolated pockets, helping families resume daily routines, and guiding eligible residents through official relief applications.
Highlighting the spirit of resilience, the ACS asked field teams to document instances of community solidarity, kindness, and public service throughout the campaign.
“Restoration efforts must seamlessly blend administrative efficiency with genuine human empathy,” Smt. Padhee emphasised, reiterating that state resources will remain deployed until every impacted household receives necessary support and normalcy is fully restored.
