Bhubaneswar: The state cabinet chaired by Chief Minister Mohan Charan Majhi on Saturday approved the second phase of Mukhya Mantri Janajati Jeevika Mission (MMJJM) 2.0, a Rs 2,995 crore flagship programme for strengthening livelihoods and improving the socio-economic conditions of around 8 lakh tribal and Particularly Vulnerable Tribal Group (PVTG) households.
The programme, to be implemented over five years from 2026-27 to 2030-31, will be fully funded by the state government. It will cover tribal families across 19 districts, 134 tribal sub-plan (TSP) and micro project area blocks, 23 Integrated Tribal Development Agencies ( ITDA) and 20 micro-project areas, said chief secretary Anu Garg in the post-cabinet briefing.
The first phase of MMJJM is currently being implemented in 13 districts covering about 1.5 lakh tribal households. Under MMJJM 2.0, Garg said, each beneficiary household will receive financial assistance of Rs 30,000 in two instalments through direct benefit transfer (DBT) system. The scheme adopts a beneficiary-centric approach, allowing tribal families to choose livelihood activities based on local resources, market opportunities and their own preferences, she said.
The mission will promote farm, off-farm and non-farm livelihoods including agriculture, livestock rearing, fisheries, sericulture, forest-based enterprises, non-timber forest produce (NTFP) value chains, handloom, handicrafts, traditional arts and rural entrepreneurship. It also envisages creation of irrigation facilities, post-harvest infrastructure, storage, processing and marketing systems to strengthen the rural livelihood ecosystem.
A major focus of the programme is the welfare of PVTG communities. The cabinet approved dedicated interventions such as nutritional support for children, pregnant and lactating women and creche facilities in PVTG habitations. In addition, a special Rs 500 crore flexi fund has been created to address infrastructure gaps in PVTG habitations through a bottom-up planning approach.
The chief secretary said that MMJJM 2.0 aims to substantially enhance household incomes, encourage adoption of scientific farming practices, strengthen community institutions and promote entrepreneurship in tribal areas. The programme is also expected to improve value addition and market access while ensuring inclusive and sustainable development of tribal communities.
