Bhubaneswar: Odisha government is set to unveil its revised Excise Policy by the end of this month, a significant move aimed at streamlining the regulatory framework of the state’s liquor industry. Unlike previous years, where the excise policy was implemented on an annual basis, the new policy will have a three-year validity, bringing in a longer-term approach to alcohol regulation in the state.
Speaking to the media, Excise Minister Prithviraj Harichandan on Friday stated that the Odisha government is currently in the final stages of drafting the policy. A detailed review of existing practices, feedback from stakeholders, and a comparative study of excise policies in other Indian states have been taken into account before finalizing the framework.
“This time, we are looking at a more comprehensive and stable policy,” said Minister Harichandan. “Previously, we followed a yearly excise policy model, but that left limited room for consistent long-term planning. The upcoming policy will address this gap and offer a three-year strategic direction for the excise sector.”
According to Harichandan, the previous excise policy was being implemented for a year, we are going to come out with a new excise policy which will be implemented for three years. As Odisha Chief Minister had urged to conducted a further study and hence efforts are on to review the excise policy in other states. We are hoping that the new excise policy will be come into effect by this month, he said.
Sources indicate that the Odisha government is likely to make key amendments in the current structure to align with best practices adopted across other states. These changes may include revised licensing norms, enhanced revenue mechanisms, stricter quality control, and a more transparent retail distribution system.
The Odisha government has also emphasized the need to balance revenue generation with public health concerns, ensuring that the policy is both economically viable and socially responsible. Once finalized, the new excise policy will come into effect immediately after its announcement and will be applicable for the next three years.
With the new policy expected to shape the future of the liquor business, both industry stakeholders and enforcement authorities are awaiting its release, anticipating a more structured and growth-oriented approach.
