Bhubaneswar: The Odisha Government has unveiled the Standard Operating Procedure (SOP) for the Mukhyamantri Medhabi Chhatra Protshana Yojana for 2024–25 academic year and confirmed that scholarships will be disbursed directly to beneficiaries through the Direct Benefit Transfer (DBT) mode.
According to the SOP, if a student receives the e-scholarship in one year and later shifts to another institution, they cannot claim the scholarship in the first year at the new college. However, the student may avail the scholarship from the second year of the new course, provided the unused quota is available at the new institution.
Furthermore, beneficiaries must submit academic records, entrance exam marksheets, or transcripts to qualify. In addition, students from outside Odisha or those enrolled in non-SAMS institutions must upload their marksheets via DigiLocker.
The SOP also clearly sets age restrictions for students. For undergraduate courses, students above 25 years are ineligible. For postgraduate, technical, and professional courses, students above 30 years are ineligible.
A committee headed by the District Collector will finalise the list of eligible beneficiaries. The committee will also prepare proof documents, sign off on the beneficiary list, and ensure compliance with prescribed formats.
Finally, the SOP directs educational institutions seeking inclusion under the State Scholarship Portal to formally request approval from the Higher Education Department via email.
