Bhubaneswar: The Odisha School and Mass Education Department has issued new guidelines for providing ex-gratia assistance to students in case of accidental death, permanent disability and serious accident-related medical treatment.
The guidelines, issued on September 3, 2026, will cover students from Sishu Vatika to Class XII studying in government and government-aided schools, as well as Odisha Adarsha Vidyalayas (OAVs) and Odisha Model Adarsha Vidyalayas (OMAVs).
Under the new provisions, an ex-gratia amount of Rs 2 lakh will be provided in cases of accidental death or permanent disability of an eligible student. Students suffering serious injuries in an accident and requiring transfer outside their district for advanced medical treatment will be eligible for transportation assistance of up to Rs 30,000.
Similarly, students undergoing treatment for more than three days at a district headquarters hospital will be eligible for transportation assistance of up to Rs 10,000.
Treatment at government hospitals will be provided free of cost to eligible students. They can also avail themselves of assistance under schemes and support mechanisms such as Ayushman Bharat, Chief Minister’s Relief Fund (CMRF) and the Red Cross, wherever applicable.
The ex-gratia assistance will be released after approval by the competent authorities, including the Headmaster/Principal, Block Education Officer (BEO), District Education Officer (DEO) and District Collector, as applicable.
The department has given priority to releasing the sanctioned amount within 24 hours of approval, so that families do not face delays in accessing financial assistance during a crisis.
In case of an accidental death, the ex-gratia amount will be paid according to the following priority:
- The student’s mother.
- The father, if the mother is not alive.
- A guardian identified by the District Collector, if both parents are not alive.
