Why do we celebrate National Panchayati Raj Day?

THIS day commemorates the constitutional recognition of a three-tier Panchayati Raj system, the foundation of participatory governance in rural India. To honour the vital role played by gram panchayats in empowering communities, promoting development, and strengthening the democratic fabric of our nation, we celebrate the occasion on April 24.

The National Panchayati Raj Day is observed annually on April 24th to commemorate the enactment of the 73rd Constitutional Amendment Act-1992, which came into effect on April 24, 1993. This milestone gave constitutional status to Panchayati Raj Institutions (PRIs), strengthening grassroots democracy, empowering local self-government in rural areas, and enabling decentralized governance.

KEY REASONS:

1. Commemoration of Constitutional Status: The 73rd Amendment Act of 1992 added Part IX to the Constitution, providing legal recognition and mandatory establishment of a three-tier Panchayati Raj system.

2. Empowering Grassroots Democracy: The day highlights the shift of power from central and state governments to locally elected representatives at the village level, enabling villages to self-govern.

3. Celebrating Decentralization: It honors the role of Panchayats as the bedrock of rural development and democratic participation, ensuring that local issues are addressed by local leaders.

4. Recognition of Local Governance: It commemorates the establishment of the panchayati raj system as a formal structure for rural local self-government, which serves as the primary interface between rural communities and the government.

5. Promotion of Inclusive Growth: The day emphasizes the inclusion of women, with at least 33% (and up to 50% in many states) reservation for women in local bodies, promoting social justice and political empowerment.

It was first observed in 2010, the day often features national events where leaders acknowledge the achievements of Panchayati Raj Institutions, particularly in, but not limited to, digital initiatives like eGramSwaraj and SVAMITVA.
