Bhubaneswar: The Chief Electoral Officer (CEO), Odisha, will conduct a statewide special campaign from October 7 to 9 to provide an opportunity to eligible voters left out of the electoral roll during the Special Intensive Revision (SIR)-2026 to seek inclusion, along with newly eligible young voters.
The campaign aims to make the electoral rolls more accurate, transparent and updated by facilitating the enrolment of eligible persons whose names could not be included in the final roll during the SIR process.
Young men and women who attained the age of 18 years by October 1, 2026 can apply for inclusion in the electoral roll. Eligible applicants can submit Form 6 through their respective Booth Level Officers (BLOs). The Election Commission’s voter enrolment guidelines also provide for registration through the prescribed voter enrolment mechanisms and through BLOs.
Eligible voters whose names were left out of the final electoral roll during SIR-2026 for any reason can also use the three-day campaign to apply for inclusion.
As part of the exercise to ensure an accurate and transparent electoral roll, lists of voters identified during the SIR process as dead, shifted, absent or duplicate will be made available on the CEO Odisha and respective district websites.
Voters will have an opportunity to verify these lists and submit claims and objections if the name of any eligible voter has been incorrectly excluded or categorised.
The lists will also be shared with representatives of all recognised political parties. Party representatives will be able to examine the lists and submit claims and objections wherever necessary.
According to the CEO’s office, the exercise is intended to ensure that eligible voters are included in the electoral roll while helping identify and rectify ineligible or inconsistent entries.
At the district level, BLOs have been provided training on facilitating the enrolment of eligible voters left out during SIR and newly eligible young voters. They have also been instructed to provide necessary assistance and guidance to applicants in their respective areas.
Eligible persons seeking inclusion in the electoral roll can approach their respective BLOs for assistance with the application process.
The CEO’s office has urged eligible voters whose names were left out during SIR-2026, newly eligible young voters and other eligible persons to make use of the special campaign on October 7, 8 and 9 and submit their applications through Form 6.
The initiative is aimed at strengthening the preparation of a transparent, accurate, inclusive and updated electoral roll across Odisha.
Notably, more than 17.6 lakh people were deleted from Odisha’s final voter list published on September 21 following the special intensive revision of electoral rolls. The voters in the state reduced to 3.16 crore from 3.33 crore before the exercise began, a decrease of about 5.2%.
