Jagatsinghpur: The Odisha government has initiated steps to establish a new greenfield university at the district headquarters of Jagatsinghpur. The Higher Education department has directed the Collector to identify suitable land measuring approximately 50-100 acres for the purpose.
The move follows approval from Chief Minister Mohan Charan Majhi. An official communication from Additional Secretary Prativa Sahu emphasises that the land should be free from encumbrances, located within or near the district headquarters, preferably in the Jagatsinghpur Sadar area, and suitable for a full-fledged university campus. The district administration must also initiate necessary procedures for recording or alienating the identified land in favour of the Higher Education department.
The official have been asked to provide detailed information on the proposed site, including location, plot numbers, land classification, current possession status, and availability of basic infrastructure such as road connectivity, water supply, and electricity.
The department has urged proactive and early action to facilitate further progress. Presenting the budget for 2026-27 in February, the Chief Minister had announced that the greenfield universities will be set up at Kendrapada, Jagatsinghpur, Bhadrak and Jharsuguda. Unlike upgraded brownfield universities, greenfield institutions can implement innovative pedagogy and entirely new organisational models in their postgraduate courses from day one, fully aligning with the NEP-2020 mandate.
The initiative aims to expand access to quality higher education, create new academic and research opportunities, reduce student migration from the region, and strengthen overall education infrastructure in these districts.
Brownfield to Greenfield:
A Greenfield University is a newly established higher education institution built entirely from scratch on previously undeveloped, open land. This concept contrasts with a Brownfield University, which is an existing college or institution that has been upgraded and rebranded into a university. Universities established from the ground up on fresh land. These offer a "blank slate" to design state-of-the-art campuses, innovate curricula, and build modern infrastructure without the constraints of legacy systems.
